While I agree with that in the extreme case Gandhi did accomplish a great deal without physical force and the killing and dying of others. He relied more upon the morals of the British culture and the support of the media.
What this says to me is that the threshold for the use of violence to accomplish (perhaps vital) political goals may be very high in some cultures and very low in other cultures.
